Edward P. Scott

Edward P. (”Ed”) Scott, Senior Technical Advisor for Congressional Affairs at NTRC, is an Air Force veteran and an attorney with an extensive background in Congressional and governmental affairs.

From 1993-97, he was Assistant Secretary for Congressional Affairs at the Department of Veterans Affairs. For 16 years before that, he worked with Senator Alan Cranston as Chief Counsel and Staff Director of the Senate Committee on Veterans’ Affairs (1990-93) and as the Committee’s General Counsel or Minority General Counsel (1977-90). He also served at times as legislative assistant to the Senator for health, disability, and Peace Corps issues. Previously, Ed served as Deputy General Counsel of the Peace Corps and Director of the Peace Corps in Korea and was a staff attorney at the Mental Health Law Project (now the Bazelon Center for Mental Health Law) in Washington, DC.

From 1997 through 2000, Ed was in business for himself as a consultant, affiliated with the firm of Brown & Associates, which was headed by former Secretary of Veterans Affairs, the late Jesse Brown, and as an executive trainer.

He has a BA from Rutgers and is an honors graduate of the University of Pennsylvania Law School, where he was on the law review.

Ed was the Program Manager of NTRC from its inception in January 2001 until he was incapacitated by illness in September 2001 for over 10 months.
