More than five years into the war, Gen. David Petraeus is expected to urge patience in Iraq during his appearance before congressional committees today and tomorrow. His first testimony in seven months is expected to feature a call to keep as many as 140,000 troops in Iraq through November — when voters will choose the next president.

The crackdown on the Mahdi Army militia by Iraqi government forces is “creating potentially destabilizing political and military tensions” that could be setting up a potential large-scale civil conflict, according to a report in today’s New York Times. An Iraqi government offensive against the Mahdi Army unleashed a new round of violence on American and allied forces and has led to a new round of open fighting among Shiite militias.

With Petraeus slated to urge patience, other military and diplomatic testimony indicates the U.S. is severely constrained by operations in Iraq. The strain unleashed by the ongoing operation in Iraq is pushing U.S. forces “near a breaking point.”

The debate on the war in Iraq is about to get far more partisan, with Petraeus’ testimony giving the three major presidential candidates still in the running a central platform to debate the concerns surrounding the war. Republican Senator John McCain, and Democratic Senators Barack Obama and Hillary Rodham Clinton, are all expected to face off this week on the Iraq issue — and set the tone for the presidential campaign and public discussion for weeks to come.
